When a layout contains children, it is not possible to change the properties of the layout after a child is clicked. Only save and close and reopen helps to change the properties of the layout — until a child is clicked.

Yes I have occasionally but not reproducibly had the same issue.
The only way around this without closing/re-opening is to use the project browser, right-click on the layout in question (and really why are we calling them layouts now, instead of cards!?) and select the property inspector from there.
However it must be said that with DP3 often clicking on an empty space in the window works the same - until it doesn’t
