Reported by a user and reproduced by me. Add an image to a create web layout. Go to Preview (not Publish). Observe that the image does not show. It does show if you Publish, and it does show in Run mode. At a later time, possibly after a second Preview event (?), the image becomes visible again. Seen in Edge and Chrome browsers.
